I agree, it's *terribly* annoying and distracting. A work-around is to keep the mouse pointer in the sidebar on the left as you're scrolling through the page. But this shouldn't be necessary - it's a poor user interface design.
Adding a delay won't fix it. Nothing should ever happen automatically when hovering over a link in the article text, because it's nearly impossible to avoid doing that while reading most articles.
The pop-up should only happen when you purposely click on a link, then you'll get the short preview with the option to go to the page. There could be an option in the settings to turn off pop-ups and go directly to the page.

There's already a suggestion for this, so please put your votes there instead, so they can all be counted.
I also find the arrows distracting and unnecessary. There should be more options in general to customize the interface.
P.s., there's already another suggestion for the same thing, with several more votes...
